John,

In the key of F, C7 is the fifth step in the scale and the fifth chord.   In the
key of C, G7 is the fifth step in the scale and the fifth chord.  etc.  So you are
starting with the V chord and resolving to  I chord.  V-I, V-I etc.  Circle of
5ths.
