Yes, fortunately, but that does not mean they have given up on getting it 
enacted at all, just take a quick thirty year read of the Copyright revision laws 
book and you will see how persistent these kind of folks are with their 
lawsuits and confusing the judges and courts with mindless litigation on trivial 
changes etc, that always favor them and screw everyone else to keep their own 
cash cow flowing.
