A couple of answers for you:
In the US, ASCAP is the least expensive of the licensing agencies, for
it distributes between 84 and 85 percent of all revenues to member
composers and publishers. In other words, it's administrative cost is
15 - 16 percent.
Songs enter public domain when their copyright protection ends. In the
US, currently, that's 75 years after the death of the composer. The
rules have varied through the years as Congress has altered the law
under the pressures from one lobbying group and another.
