I know that this piece (which I believe was written under the composer's
Neil Moret pseudonym) is included in a currently available ragtime sheet
music folio entitled 101 Rare Rags compiled by Dick Zimmerman. You can order
it from Dick, the last email address I had for him was info at rag-time.com  If
that fails Google will find it for you.
