I recently heard a joke (at a jazz festival) that explains what
"Do you know what it means to miss N.O." is all about.

A tugboat was bringing barges down the Mississippi toward New Orleans.
Shortly before reaching the city, the boat lost power.
Helpless, the barges and tug drifted right on through New Orleans and out to
the Gulf.

That's what it means to Miss New Orleans.
