In point of fact, a tuning fork is used to tune either the middle C or an A.
>From then on it is a matter of listening to the "beats" on fourths and 
fifths.
Actually there is a bit of "fudging" after the middle two or three octaves 
are tuned so as to take care of the diatonsim of the scales.
