There's a bit more to it than that...

You have to ensure that your CD has a unique code. Most vendors use the
Universal Product Code, or UPC. Of course to get a unique code and to ensure
it *stays* that way, you have to register it. That costs a little money.

If all the retailers cared about was inventory control, they'd just put
their own labels on the product. But as Bob implied, it's also a barrier to
entry for the homespun CD promoter. To put it another way, they want your
product to be as much like the stuff they sell as possible. Of course then
it wouldn't be Dixieland, would it?
